粤港澳大湾区城市群科技政策实施效果评估
——基于DEA方法的实证分析

摘要：科技政策实施效果评估，是对已经或正在推进的科技政策实施情况进行评估。粤港澳大湾区城市群出台了系列促进科技发展政策，论文收集粤港澳大湾区11个城市的科技政策实施数据，基于投入—产出的视角，运用数据包络DEA分析法，对粤港澳大湾区11个城市的科技政策实施效果进行评估。评估研究结果表明，粤港澳大湾区城市群科技政策的实施效果整体良好，而规模效率是造成粤港澳大湾区城市群非DEA有效的主要原因。针对评估结果，提出优化科技资源投入结构、提高科技成果转化效率以及促进科技水平协同发展等政策优化建议。

Evaluation of the Implementation Effect of Science and Technology Policies in the Urban Agglomeration of Guangdong-Hong Kong-Macao Greater Bay Area：Empirical Analysis Based on DEA Method
Abstract:The evaluation of the implementation effect of science and technology policy is to evaluate the implementation of science and technology policy that has been or is being promoted.A series of policies to promote the development of science and technology have been issued in the urban agglomeration of Guangdong-Hong Kong-Macao Greater Bay Area. This paper collects the implementation data of science and technology policies of 11 cities in the urban agglomeration of Guangdong-Hong Kong-Macao Greater Bay Area.Based on the perspective of input-output, this paper evaluates the implementation effect of science and technology policies of 11 cities above by using DEA analysis method.Empirical results show that the overall efficiency of science and technology policy implementation in the Urban Agglomeration of Guangdong-Hong Kong-Macao Greater Bay Area is relatively high, and the scale efficiency is the main reason for the non-DEA effectiveness.In view of the evaluation results, this paper puts forward some suggestions, such as optimizing the input structure of scientific and technological resources, improving the efficiency of transformation of scientific and technological achievements, and promoting the coordinated development of scientific and technological level.
